City accepts bid on 3rd Ave parcel

The city of Perham has accepted a bid on a parcel of property along 3rd Avenue S.E., where the aging white cattle barns now stand near the fairgrounds.

Lakes Area Cooperative submitted the highest of two total bids, at $161,100. The other bidder had a chance to make a new counter- bid, but opted out.

City councilors accepted the co-op’s high bid and reviewed a purchase agreement for the property at a meeting Monday. City Manager Kelcey Klemm said then that a closing date was expected on or before May 15.

Councilors decided in February to put the 1.14-acre piece of land up for sale, after learning that the East Otter Tail County Fair Board would be vacating the lot after many years of use.

The fair board plans to erect a new cattle barn this summer, in a more centralized location on the fairgrounds.

City leaders believed the property would be attractive to developers, and agreed to advertise for bids in April. They set the minimum bid at $150,000.

The co-op’s plans for the parcel have yet to be revealed. A representative for the company was not immediately available for comment at press time.

Lakes Area Cooperative currently owns other property along 3rd Ave., next to this new parcel.

Established as a creamery in 1911, the co-op has expanded over the years to include farm supply and retail businesses around north central Minnesota. According to its website, the co-op has $20 million worth of assets and more than $60 million in annual sales.

The co-op agreed to abide by covenants stipulated in the purchase agreement, which were put in place by city leaders to ensure that any development on the property would be appropriate for its location near the schools, fairgrounds, community center and ballpark.

Excessive emissions of odors, dust, fumes, smoke, noise, liquid waste or vibrations are prohibited. The parcel also may not be the site of a meat processing or slaughtering facility.

The co-op will be responsible for demolishing and removing the buildings on the far west and south sides of the lot within six months of the final purchase date. If the co-op ever decides to sell the property, the city will get first dibs.
