County board takes on lakeshore project proposals

The Otter Tail County Board of Commissioners approved two lakes area projects and tabled two others at an Oct. 16 meeting.

Tabled was a proposal from Hidden Haven of Rush Lake south of Perham, submitted by Rich and Ember Mowery and Alvin and Jean Meier.

They propose a three-phase project that includes converting a house and two garages into three resort units, adding 10 recreational vehicle units and constructing a new residence.

Planning commission members expressed concerns regarding the proximity of proposed converted dwelling units, the possible effects on existing wetlands, water quality issues and increases in lake usage.

A revised plan must be received by the Land and Resource Department no later than Oct. 26.

Also tabled was a request from Paul and Renee Evenson for work at Lake Lida near Pelican Rapids.

Their plan includes replacing a damaged deck with stamped concrete or pavers. Steps and a retaining wall will be secured utilizing a strata geo grid system.

The applicants requested that their proposal be delayed until Nov. 14. A revised plan will be filed with the County Land and Resource Department.

Approved with conditions was a request by Carol Jacobson for a project at Beauty Shore Lake in Girard Township, north of West Battle Lake. She requested permission to build a rental storage building in phases, with a possible addition. Her revised plan showed a reduction in size of the building pad and the building itself.

The condition for Jacobson's project relates to providing appropriate erosion control measures. She received approval to do the earthmoving up to Nov. 1. Construction of a building addition would need to be completed by Oct. 1, 2015.

Also approved with conditions is a project for David and Cheryl Doely, also in Girard Township and near East Battle Lake. They requested approval of a plan to construct a walkout from an existing house, and using 83 yards of material from the walkout area to start a leveling pad for a new garage.

Conditions for the owners include a stipulation that the excavation does not exceed the material requested in the original application, and that a detailed plan be filed with the County Land and Resources Department. The project must be completed by Nov. 15.

Actions taken by the county board concurred with planning commission recommendations.
