Following Livingston 's award at the local level, his nomination was forwarded to the Minnesota Head Start Association for competition and chosen as the winner.

In March of 2011, parents of the Menahga Head Start elected Livingston to represent them as a member of the Otter Tail-Wadena Policy Council. In January, he was elected as Policy Council Chairperson and elected as a Policy Council representative to the Otter Tail-Wadena Community Action Council Board of Directors. He currently serves as Chairperson of the Board.

Livingston has been active in Head Start fatherhood events, participated in the October on-site Federal Head Start review and has presented training for Head Start parents. He also presents training and information sessions on post traumatic stress disorder and the benefits and opportunities of using services of a psychiatric service dog to assist in daily living.
