MPCA accepting comments on final EIS for proposed Perham incinerator expansion

Perham, Minn. -- The Minnesota Pollution Control Agency (MPCA) is accepting comments on the final Environmental Impact Statement (EIS) for a proposed expansion of a municipal solid waste incinerator in Perham.

The Perham Resource Recovery Facility is operated by the Prairie Lakes Municipal Solid Waste Authority through a joint powers agreement between Becker, Otter Tail, Todd and Wadena counties. The authority has proposed adding a waste heat boiler, additional air pollution control equipment and a material recovery facility. The expansion would increase the municipal solid waste processing capacity of the facility from 116 to 200 tons per day. The facility generates steam that is used by nearby businesses.

The final EIS includes comments received on the draft EIS and responses to those comments. A copy of the EIS is available on the MPCA’s Environmental Assessment Worksheets and Environmental Impact Statements webpage. Comments are due to the MPCA by 4:30 p.m. on March 18, 2013.  

The MPCA will present the final EIS, final comments, and responses to those comments at the MPCA Citizens’ Board meeting on March 26, 2013, in St. Paul, for a ruling on the adequacy of the EIS. Anyone may appear at this meeting and address the Board. All those already on the mailing list for this project and others who request the information will be notified of the time and location of the meeting and will receive copies of the documents being presented to the Board.
