National Weather Service flood outlook says soil conditions 'very similar' to fall 2008

GRAND FORKS - Late fall rains have kept groundwater conditions overly wet heading into the winter, which could affect spring flooding, the National Weather Service said today.

In a news release on possible spring flood impacts, the Weather Service office in Grand Forks said the rainfall has helped to keep river base flows "quite high" in the Red River Valley.
