At December's regular meeting, the New York Mills City Council set the 2011 levy at an increase of 3.55 percent.

The total amount of the levy was $379,000, $204,000 of which is dedicated to the operating budget. According to City Clerk Darla Berry, this is the third straight year that the operating budget has remained at that number.

Because of bond restructuring, the final levy is slightly lower than the preliminary levy set in September.

In other business, the council approved the 5 percent increase of water and sewer rates, which is a normal increase. The new rates won't show up on bills until February, Berry said.

The council also presented election certificates to the winners of the 2011 election. Dianna Wallgren, who is retiring from the council, was presented with a plaque honoring her for her service to the city.

The city will also ask Otter Tail County to make the currently temporary four-way stop at the intersection of Walker Avenue and Centennial Drive. The stop, which used to be two-way, was converted to four-way during recent construction, and citizens have expressed their desire to keep it four-way, Berry said.

The council also completed license renewals for 2011.

The next regular board meeting is set for Jan. 11, 2011.
