Plans for the future Perham Public Works facility are starting to come together.

In the past couple of weeks, city councilors have approved a number of measures intended to keep the project moving along.

The preliminary plat for the area in northeast Perham known as the East Park Second Addition, where the facility will be located, was approved by councilors last week following a public hearing at the end of July.

Councilors also approved the re-zoning of East Park, to accommodate not only the Public Works Facility

but also the continued development of residential multi-family units and light industrial facilities in the area. A public hearing was held on this matter, also.

No concerns from the public were voiced at either hearing.

Once the site was OK’d for platting and rezoning, the next step was hiring an architect to finalize a design for the new facility. The city had already been working on preliminary designs with BHH Partners, Planners and Architects, of Perham, and last week councilors officially hired the firm to complete construction drawings.

BHH has agreed to provide architectural services for the project on an hourly basis not to exceed 5.5 percent of the total estimated project cost, or $97,000. All architectural work, as well as structural, mechanical and electrical consulting fees, are included in this total.

Councilors also awarded a contract to low bidder, Custom Earth Inc., for grading of the facility site, at a cost of $40,760.

City Engineer Jade Berube said at a meeting last week that this phase of the project will consist of rough grading for the site, including: the stripping of topsoil along about three acres of land; construction of an earthen berm to help separate the facility from neighboring residential properties; grading for the site pads for the proposed city shop and cold storage building; and grading for an aggregate access road from 3rd Street NE.

“It’s a dirt-moving job,” Berube said.  The entire area of the building needs to be compacted to the same density as the roads.

Site pad grading has been slated for completion by Sept. 15, and the grading project as a whole is to be finished by Sept. 28.

City officials anticipate that, weather permitting, the footings and cement slab for the facility will be poured yet this fall. The steel building may go up through the winter, or in the early spring.

The new facility site will encompass 11.8 acres. It will house a new city garage, offices, storage and more. Buildings will be surrounded by plenty of green space and trees, and a 5-foot earthen berm will run along the western side.

The city is selling its current public works facility to Barrel O’ Fun, which intends to use the property as a storage site for semi-trailers.
