Fargo woman accused of letting 2 toddlers wander nude and unattended through four city blocks

FARGO – A Fargo woman faces felony child neglect charges after police say a newspaper delivery person reported her 3-year-old and 2-year-old children wandering naked alone through four blocks of a northside neighborhood.

Amber Kanowske, 23, of Fargo, was charged Sept. 23 in Cass County District Court with one count of Class C felony abuse or neglect of a child.

According to documents filed in Cass County court, Fargo police officers were dispatched about 6:21 a.m. on Aug. 25 to the 1000 block of 29th Street North on a report of two wandering toddlers.

A newspaper delivery man, Scott Johnson, told a responding officer he was delivering papers in the area when he spotted two nude toddlers walking down the middle of the street.

Johnson brought the two children to the playground at Madison School and waited for the police. He told the officer he had talked with another person who saw the children walking from the 900 block of 32nd Street North.

Four officers searched the neighborhood, the report states, but couldn’t find anyone who knew the children. They contacted Cass County Social Services, which put clothes on the children and took them to a home.

A police report states Kanowske called the Red River Regional Dispatch Center about 3:45 p.m. that day looking for her children, saying she was at work but wanted to meet with an officer at her home at 4219 9th Ave. S.

The police report notes that in her calls to 911, Kanowske told dispatchers she left her children with a babysitter while she went outside for a cigarette. Police Sgt. Mark Lykken wrote that Kanowske told him she was outside smoking and thought her father came and took the children.

Another 911 call, this one from Kanowske’s father, Richard Kanowske, records him saying he got a text message from his daughter saying she had taken the children somewhere, indicating he did not have to pick them up.

The report also states that in another 911 call, Kanowske told dispatchers she was outside smoking for quite some time when the children disappeared.
