Northern Minnesotans see the first sign of a shutdown as the rest stop on  Highway 10 outside of Frazee closed on Wednesday night. All highway rest stops will close their doors if the Minnesota Legislature is unable to agree on a budget by midnight tonight and the government shuts down.
