The Wadena County Sheriff's Department and Wadena Police Department are announcing a community notification for a Level 3 sex offender returning to the community.
The offender, James Robert Holtorf, has a history of sexual contact with a 10-year-old girl, according a report from the Wadena Police Department, which also states he knew the girl.
The date of the address change was Nov. 12, 2012. Holtorf lives on the 200 block of Third Street Southwest in Wadena.
