Reconstruction of approximately 21 miles of Highway 210 from Highway 78 in Battle Lake to Highway 29 south of Deer Creek was scheduled to begin on Monday, May 8.
Central Specialties, Inc., of Alexandria, Minnesota, is the prime contractor for this $6.8 million project. Work includes reclaiming the existing pavement and base, six culvert replacements, turn lane construction and paving 12-foot driving lanes with four-foot shoulders. (Editors note: Reclamation is the cost-effective process of recycling the existing bituminous and reusing it as base material for the new roadway). This project also includes paving a two-inch overlay on Highway 108 from Highway 78 in the City of Otter Tail to the north side of the City of Henning.
Additional work on Highway 108 includes upgrading two Canadian Pacific railroad crossings.
Motorists will encounter a detour for the Highway 210 work during the first phase of the project. The detour will begin in mid-May and continue for a maximum of 40 calendar days. The detour is intended for through-traffic on Highway 210. Access will be maintained for local traffic as much as possible. The surface of the road will be rough at time so local traffic is urged to slow down and use caution when traveling Highway 210 during this stage.
The second phase of the project will include lane closures with flaggers and a pilot car to move traffic through the work zone. The work in this phase will include paving and shoulder work to complete the Highway 210 portion of the project.

In late July, the work required on Highway 108 will begin with the Canadian Pacific Railway crews replacing two crossings. This replacement work will require two short-term detours. Paving on Highway 108 will begin after the crossings are replaced. This work will continue through August.
The culvert replacement work will require road closures in the areas where crews are working. These closures should be less than five days in duration.
In an effort to minimize construction impacts to the motoring public, the Highway 210 project has been contracted with an A + B format. This innovative contracting process will ensure that detours to the traveling public are limited in duration by paying incentives for reducing the number of working days bid by the contractor.
